Defense News ,U.S :-  The United States Department of Defense (DoD) is under scrutiny for lacking clear directives on tracking weapons deliveries to Ukraine, according to a recent report by the US Government Accountability Office (GAO). The GAO highlighted that the existing guidance utilized by the Pentagon lacks clarity regarding the recording of weapons and equipment deliveries. This ambiguity leads to inconsistencies in tracking, as some items are recorded as delivered while still in transit to Ukraine. Moreover, the report revealed that available data systems are not effectively employed to monitor equipment deliveries. Despite rapid delivery timelines, precision and accountability in tracking these critical shipments are paramount, especially considering the substantial military aid—over $44 billion—provided to Kyiv since Russia's invasion in February 2022.Acknowledging the urgency of weapons deliveries to Ukraine, the GAO emphasized the need for accurate tracking, given the expedited timelines involved. However, it raised concerns over the Pentagon's failure to monitor equipment losses or misuse effectively. Instances were cited where sensitive defense articles were not directly observed by the DoD, relying instead on self-reporting by Ukrainian officials. To address these deficiencies, the GAO proposed eight recommendations aimed at enhancing the tracking and monitoring of US weapons sent to Ukraine.Among the recommendations, the GAO advocated for improving the accuracy of delivery data and evaluating the end-use monitoring approach in Ukraine. It also called for the development of detailed written guidance to define roles and responsibilities in the delivery process. While the Pentagon agreed with most of the recommendations, it disagreed with the directive to clarify guidance for documenting alleged end-use violations. Nonetheless, the DoD expressed agreement with five recommendations and partial agreement with two others.Enhancing accountability in the delivery of weapons to Ukraine is imperative for ensuring the effective use of military aid and preventing misuse or diversion. Clear and comprehensive guidance, coupled with robust monitoring mechanisms, are essential to address the challenges highlighted by the GAO. By implementing the recommendations laid out in the report, the DoD can bolster confidence in the delivery process and demonstrate its commitment to transparency and accountability in supporting Ukraine's defense capabilities.

Defense News ,India :-  Russia has strongly denied Western media reports suggesting that India is moving away from its historical reliance on Russian arms. Speaking in a recent interview, Russian Ambassador to India, Denis Alipov, sought to underscore the ongoing strength of the countries' military cooperation.Ambassador Alipov pointed to India's continued domestic production of Russian-designed military equipment as evidence of the robust partnership. He specifically noted that India has manufactured close to 1,000 T-90 tanks and 300 Su-30MKI fighter jets under established licensing agreements with Russia. The ambassador also highlighted what Russia sees as a key difference between its approach and that of Western arms suppliers. He asserted that Russia offers India the full transfer of advanced military technology, a level of cooperation he claims Western countries are often unwilling to provide.Ambassador Alipov's comments come at a time when India is actively diversifying its arms acquisitions, demonstrating a growing interest in procuring weapons systems from countries like the United States and France. This shift has fueled speculation that India might be moving away from its traditional reliance on Russian military hardware. While Russia works to counter this narrative, India is likely to continue expanding its sources of military equipment. This drive for diversification could ultimately result in a more balanced portfolio of military acquisitions for India, potentially lessening its reliance on any single arms supplier. The extent of future defence cooperation between Russia and India will hinge on a complex mix of factors. These include shifts in the geopolitical landscape, India's larger military modernization goals, and the attractiveness of future arms deals offered by both Russia and competing suppliers.

Defense News ,India :-  India and the United States are working closely together to improve their defense cooperation. Recently, the Biden administration sent a final letter of acceptance (LOA) to India's Defence Ministry. This letter approves the acquisition of 31 MQ-9B Predator drones from General Atomics, a company in the US. The deal is worth nearly $4 billion and is being done through government channels. This week, the US government sent the classified LOA to India. Officials from both Washington and Delhi confirmed that the final LOA, including the negotiated price for the drones, was sent to the Defence Ministry on March 11. This dispels earlier reports that suggested the deal was on hold due to concerns related to an alleged plot. The US State Department initially notified India about the drone deal on February 1. However, the draft LOA remained open for 30 days to allow any objections from US lawmakers. Since there were no objections, the final LOA was sent to India. Now that India has received the LOA, the Indian Navy, which is leading the acquisition, will examine the details. Then, if the price is acceptable, the deal will be forwarded to the Cabinet Committee on Security (CCS) for final approval. Under the agreement, the Indian Navy will receive 16 MQ-9B drones, while the Indian Army and Indian Air Force will each get eight. India has opted to buy 31 drones along with various equipment such as missiles, bombs, ground stations, and surveillance tools. The LOA is a response to India's letter of intent to purchase the drones. In this government-to-government (G-to-G) deal, the supplying government (the US) negotiates the price with the manufacturer.India's decision to acquire 31 Predator drones comes at a crucial time, especially since the lease of two Sky Guardian drones from the US was about to expire in January. Initially extended until March, a contract was recently signed to extend the lease for another four years, costing around $220-230 million.Analysts believe that the acquisition of MQ9B drones will have a significant impact on the Indo-Pacific region. These drones will serve as a valuable asset in countering threats, particularly from Chinese Wing Loong II armed drones, which have been supplied to Pakistan by China. In summary, the acquisition of Predator drones by India, facilitated by the United States, is a testament to the growing defense cooperation between the two nations. This deal not only enhances India's defense capabilities but also strengthens strategic ties between India and the US, particularly in the face of regional security challenges.

Defense News ,India :-  India's Defence Research and Development Organization (DRDO) has made a big step in missile technology. They're looking for companies in India to help develop a new system called Laser Beam Rider Guidance System with an Eye-safe Laser Range Finder (LBRG System with ELRF). This system will help missiles hit targets more accurately. How the System Works:The Laser Beam Rider Guidance System is a smart way to guide missiles. It uses a special laser beam to send important signals to the missile while it's flying. This helps the missile know where it is compared to the beam and steer towards the target. This technology is very important for defense systems, especially for short-range air defense and anti-tank weapons where hitting the target precisely is very important.Advantages of Laser Beam Rider Systems:One great thing about the LBRG system is that it can work even when there's bad weather or other things blocking the way like smoke or dust. This is better than other systems that might not work well in bad weather. Also, the LBRG system uses less power for the laser, which makes it smaller and harder for enemies to detect and stop. This makes it very useful in fast-paced fights.Components and Capabilities:The main parts of the LBRG system are the transmitter, a laser range finder, a sight for daytime use, and a module to help the missile find its target.Together, these parts make sure the missile hits its target accurately from anywhere between 500 to 5000 meters away, covering different types of missions.Implications for India's Defence:The LBRG system, with its advanced laser technology, will make India's missiles much better. It will help them hit targets more accurately and make defense operations stronger, whether it's in regular fights or more unusual battle situations.

Defense News ,U.S :-  Two years into office, President Donald Trump authorized the Central Intelligence Agency to launch a clandestine campaign on Chinese social media aimed at turning public opinion in China against its government, according to former U.S. officials with direct knowledge of the highly classified operation.Three former officials told that the CIA created a small team of operatives who used bogus internet identities to spread negative narratives about Xi Jinping's government while leaking disparaging intelligence to overseas news outlets. The effort, which began in 2019, has not been previously reported.During the past decade, China has rapidly expanded its global footprint, forging military pacts, trade deals, and business partnerships with developing nations. The CIA team promoted allegations that members of the ruling Communist Party were hiding ill-gotten money overseas and slammed as corrupt and wasteful China's Belt and Road Initiative, which provides financing for infrastructure projects in the developing world, the sources told Reuters.Although the U.S. officials declined to provide specific details of these operations, they said the disparaging narratives were based in fact despite being secretly released by intelligence operatives under false cover. The efforts within China were intended to foment paranoia among top leaders there, forcing its government to expend resources chasing intrusions into Beijing's tightly controlled internet, two former officials said. "We wanted them chasing ghosts," one of these former officials said.Chelsea Robinson, a CIA spokesperson, declined to comment on the existence of the influence program, its goals or impacts.A spokesperson for China's Ministry of Foreign Affairs said news of the CIA initiative shows the U.S. government uses the "public opinion space and media platforms as weapons to spread false information and manipulate international public opinion."The CIA operation came in response to years of aggressive covert efforts by China aimed at increasing its global influence, the sources said. During his presidency, Trump pushed a tougher response to China than had his predecessors. The CIA's campaign signaled a return to methods that marked Washington's struggle with the former Soviet Union. "The Cold War is back," said Tim Weiner, author of a book on the history of political warfare.Reuters was unable to determine the impact of the secret operations or whether the administration of President Joe Biden has maintained the CIA program. Kate Waters, a spokesperson for the Biden administration's National Security Council, declined to comment on the program's existence or whether it remains active. Two intelligence historians told Reuters that when the White House grants the CIA covert action authority, through an order known as a presidential finding, it often remains in place across administrations.Trump, now the Republican frontrunner for president, has suggested he will take an even tougher approach toward China if re-elected president in November. Spokespeople for Trump and his former national security advisers, John Bolton and Robert O'Brien, who both served the year the covert action order was signed, declined to comment. The operation against Beijing came with significant risk of escalating tensions with the United States, given the power of China's economy and its ability to retaliate through trade, said Paul Heer, a former senior CIA analyst on East Asia who learned of the presidential authorization from Reuters. For example, after Australia called for an investigation inside China probing the origins of the COVID-19 pandemic in 2020, Beijing blocked billions of dollars in Australian trade through agricultural tariffs.Trump's 2019 order came after years of warnings from the U.S. intelligence community, and media reports, about how China was using bribery and threats to obtain support from developing countries in geopolitical disputes as it attempted to sow division in the United States through front groups.China's Foreign Ministry said Beijing follows a "principle of non-interference in the internal affairs of other countries and does not interfere in the domestic affairs of the United States."A year earlier, Trump gave the CIA greater powers to launch offensive cyber operations against U.S. adversaries after numerous Russian and Chinese cyber attacks against American organizations,Yahoo News reported. Reuters could not independently confirm the existence of the earlier order.Sources described the 2019 authorization uncovered by Reuters as a more ambitious operation. It enabled the CIA to take action not only in China but also in countries around the world where the United States and China are competing for influence. Four former officials said the operation targeted public opinion in Southeast Asia, Africa and the South Pacific."The feeling was China was coming at us with steel baseball bats and we were fighting back with wooden ones," said a former national security official with direct knowledge of the finding.Matt Pottinger, a senior National Security Council official at the time, crafted the authorization, three former officials said. It cited Beijing's alleged use of malign influence, allegations of intellectual property theft and military expansion as threats to U.S. national security, one of those former officials said.Pottinger told Reuters he would not comment on the "accuracy or inaccuracy of allegations about U.S. intelligence activities," adding that "it would be incorrect to assume that I would have had knowledge of specific U.S. intelligence operations."Covert messaging allows the United States to implant ideas in countries where censorship might prevent that information from coming to light, or in areas where audiences wouldn't give much credence to U.S. government statements, said Loch Johnson, a University of Georgia political scientist who studies the use of such tactics.Covert propaganda campaigns were common during the Cold War, when the CIA planted 80 to 90 articles a day in an effort to undermine the Soviet Union, Johnson said. In the 1950s, for example, the CIA created an astrological magazine in East Germany to publish foreboding predictions about communist leaders, according to declassified records. The covert propaganda campaign against Beijing could backfire, said Heer, the former CIA analyst. China could use evidence of a CIA influence program to bolster its decades-old accusations of shadowy Western subversion, helping Beijing "proselytize" in a developing world already deeply suspicious of Washington. The message would be: "'Look at the United States intervening in the internal affairs of other countries and rejecting the principles of peaceful coexistence,'" Heer said. "And there are places in the world where that is going to be a resonant message."U.S. influence operations also risk endangering dissidents, opposition groups critical of China and independent journalists, who could be falsely painted as CIA assets, said Thomas Rid, a professor at Johns Hopkins University who wrote a book on the history of political warfare.

Defense News ,U.S :-  US lawmakers made a decisive move on Wednesday, drawing inspiration from India's bold action four years ago to ban TikTok, as they voted in favor of legislation aimed at addressing the threat posed by the Chinese app.In a notable display of bipartisan support, the House of Representatives overwhelmingly passed the Protecting Americans From Foreign Adversary Controlled Applications Act, co-authored by Indian American Congressman Raja Krishnamoorthi, a Democrat, and Congressman Mike Gallagher from the Republican party, with a vote of 352 to 65.The bill, designed to regulate the ownership of foreign apps such as TikTok within the US, is now set to proceed to the Senate for further deliberation before potentially being enacted into law upon receiving the President's signature.Several lawmakers highlighted India's decision in 2020 to prohibit the app, among 59 other Chinese-created apps, citing concerns over national security. Congressman Greg Murphy's office underscored India's emphasis on safeguarding its national interests. The lack of transparency exhibited by TikTok executives, coupled with their reluctance to safeguard user privacy and information, has also spurred neighboring governments like the European Union and Canada to restrict the application's usage on government devices.According to Murphy, TikTok has been utilized by China to target, surveil, and manipulate American citizens, posing a significant national security threat due to its extensive data collection practices and its ties to the Chinese Communist Party.House Republicans emphasized China's ambitious data collection objectives and TikTok's documented lack of transparency regarding data and moderation practices, which have prompted multiple governments, including the US, the European Union, Canada, India, and various US states, to ban the app on government devices. The White House expressed support for the bill's advancement, affirming its importance in addressing the risks posed by certain technology services operating in the US, without explicitly banning apps like TikTok.White House Press Secretary Karine Jeane-Pierre reiterated the necessity of swift Senate action, emphasizing the importance of preventing ownership of such apps by entities that could exploit them or pose harm to national security. However, Congressman Gregory W. Meeks raised concerns about the legislation, particularly regarding its potential implications for TikTok, warning against excessive executive discretion without adequate congressional oversight. The bill mandates TikTok to sever ties with the Chinese Communist Party, aiming to protect the data of millions of Americans, particularly children, and mitigate national security risks associated with the authoritarian regime.Congressman Chris Smith emphasized the legislation's crucial role in countering the Chinese Communist Party's efforts to influence public opinion, particularly among the younger generation, through platforms like TikTok, while also preventing the unauthorized collection of data on Americans. The House's passage of the bill follows intense scrutiny of TikTok's lobbying efforts against it, with Congressman Smith pressing TikTok executives for clarity on the company's engagement with American minors in its advocacy campaign.

Defense News ,France :- Thales, a company, made a special computer program for the French Navy to help them get rid of underwater mines. This program is called the Expeditionary Portable Operations Centre (e-POC). With this tool, Navy people can control up to three drones that find and destroy mines underwater. They can use it on ships or on land, and they only need one computer to set it up.It took Thales less than six months to make this program. They tested it in the sea to make sure it works well with the Navy's missions. The e-POC uses software called the Mine Counter-measure Mission Management system. It also uses a tool called MiMap to analyze data in real-time. These are already used by the Navy. The Vice President of Thales Underwater Systems, Gwendoline Blandin-Roger, said that the e-POC is a result of their team's smart thinking and quick work. This tool will help France do defense missions without putting people in danger.France has been working to get rid of land and naval mines for a long time. They started making rules against these mines in 1980. They also joined the Ottawa Treaty to stop using and promoting anti-personnel mines. They work with organizations like the Crisis and Support Centre to clean up and destroy mines.France also practices how to deal with mines with other countries. In 2023, French sailors joined American and British sailors in a practice called Exercise Artemis Trident. They learned from each other how to find and get rid of naval mines better.

Defense News ,Ukraine :- NATO head Jens Stoltenberg said on Thursday alliance members "are not providing Ukraine with enough ammunition" and the shortfall has allowed Russia to push Kyiv's forces back."The Ukrainians are not running out of courage. They are running out of ammunition," Stoltenberg told journalists."Together, we have the capacity to provide Ukraine what it needs. Now we need to show the political will to do so."Stoltenberg's warning comes as military support from key Kyiv backer, the United States, remains blocked in Congress by hardline Republicans opposed to President Joe Biden."All allies need to dig deep and deliver quickly. Every day of delay has real consequences on the battlefield in Ukraine," the secretary general of the Western military alliance said."So this is a critical moment and it will be a grave historic mistake to allow Putin to prevail."Ukrainian and Western officials have said that Kyiv's forces are being outgunned by Russia as support from key backers has dwindled.Ukraine was recently forced out of the strategic stronghold of Avdiivka after a fierce battle and its soldiers are struggling to stop Russia pushing further. While political deadlock is stalling support from Washington, European countries are struggling to ramp up production of ammunition and arms from their industry."We need the decisions to invest more in the defence industry," Stoltenberg said."We need to ensure that our governments are agreeing contracts with the defence industry so they can make the commercial decisions to scale up production."The European Union has launched a string of initiatives to try to increase output and insists that levels are picking up.But the 27-nation bloc has fallen well short of a promise made last year to give Ukraine a million artillery shells by this month.
