In recent weeks, the M23 rebels have seized control of major urban centers in the DRC's eastern provinces. Notably, they captured Goma, the capital of North Kivu province, followed by Bukavu, the capital of South Kivu province. These strategic cities, with populations of approximately one million and 1.3 million respectively, fell with minimal resistance from Congolese government forces. The swift advances have led to significant displacement, with over 50,000 people fleeing to neighboring countries such as Burundi and Uganda.

International Response and UN Security Council Resolution

The UN Security Council has strongly condemned the M23's offensive, particularly highlighting the alleged support from the Rwanda Defense Forces (RDF). The Council's resolution demands that Rwanda cease its backing of the M23 and withdraw its troops from the DRC unconditionally. This marks a significant escalation in international pressure on Kigali, as previous statements had not explicitly named Rwanda.

U.S. Secretary of State Marco Rubio, in discussions with Kenyan President William Ruto, emphasized the necessity for an immediate ceasefire, asserting that there is "no military solution to the conflict." The European Union has also summoned Rwanda's ambassador, urging Kigali to disengage militarily from the DRC and halt support to the M23.

Humanitarian Impact

The resurgence of conflict has precipitated a dire humanitarian crisis. The United Nations High Commissioner for Refugees (UNHCR) reports that the influx of refugees into Burundi is the largest the country has ever experienced, with thousands arriving daily. Many of the displaced are in urgent need of medical attention, food, and shelter. The UNHCR has appealed for $40.4 million in emergency funds to address the escalating needs.

Regional Dynamics and Accusations

The DRC government and various international observers accuse Rwanda of supporting the M23 to exploit the DRC's rich mineral resources and to counteract Hutu militias operating in the region. Rwanda, however, denies these allegations, asserting that its military actions are defensive measures against groups threatening its security.

The situation remains volatile, with the potential for further regional destabilization if a peaceful resolution is not achieved promptly.
